MASSCAP Public Policy Agenda--FY 2001
Key Items
Expand Participation in the Federal Fuel Assistance Program
Expand Resources Available for Water and Sewer Rate Relief
Building on the adjustment made to the Low-income Water and Sewer Assistance Program (LISAWAP) in the FY 2000 State Budget--an expansion of the program to all eligible households, not just those located in certain communities identified by the Department of Housing and Community Development--we will advocate for additional resources for the program.
Resources for Family Development Programming
We propose to access, through a provision in the Senate FY 2001 budget, the federal Temporary Assistance for Needy Families (TANF) resources that state Department of Transitional Assistance holds at its discretion for a special pilot family development program (Family Development Self-Sufficiency Program) to be implemented by community action agencies (CAAs) operating in Massachusetts. (See fact sheet)
Increase in Child Care Rates of Reimbursement
Other Priorities
Affordable Housing: Preservation of stock of affordable rental housing
Poverty Level: Increase the poverty level to the Self-Sufficiency Standard suggested by the Women's Educational and Industrial Union
Information Technology: Increase access to computer technology/the Internet among low-income people
