MASSCAP Public Policy Agenda - FY 1998

MASSCAP's public policy agenda is drawn from its 1997 report, Running in Place: A Report on Poverty in Massachusetts:

  1. State fuel assistance program for working poor families earning between 150 and 175 percent of the poverty level.

  2. Tax changes and other initiatives, in light of the state budget surplus, that will help low income and working poor families meet the needs of their families. Along with proposals from our report on poverty, including increasing the state earned income tax credit and increasing the mimimum wage, MASSCAP will work to support any package that emerges from the legislature that will help low-income people seeking to achieve self-sufficiency.

  3. MASSCAP members continue to support S. 564, an act to enhance the community service component of the transitional assistance program, and to seek federal welfare to work resources to enable recipients of TAFDC volunteering on non-profits for 20 hours a week, so-called community service workers, to compete for jobs when their benefits end. The cornerstone of our approach involves a flexible, yet structured job readiness program.
