MASSCAP Committees
Public Policy/Public Relations Committee Co-Chairs: James Canavan, Community Teamwork, Inc., Lowell Mark Sullivan, Citizens For Citizens, Fall River
The mission of the committee is to develop the public policy agenda for the association and to orchestrate its public outreach efforts. The committee also advises the association about legislative and regulatory matters as they arise.
Early Childhood Committee Chair: Kathleen McDermott, Montachusett Opportunity Council, Fitchburg
This committee's mission is to provide MASSCAP with timely information about the early childhood system in Massachusetts and advise the association and its members on how to access the system effectively.
Energy Committee Co-Chairs: Bruce Morell, PACE, New Bedford Elliot Jacobson, ACTION, Gloucester
The mission of this committee is to advise the association in issues related to the distribution of fuel assistance resources and energy conservation resources. The committee also has taken a lead role in helping the association navigate the pending deregulation of the utility industry with the goal of ensuring that low-income customers are in a position to benefit from the competition that will ensue among energy producers.
Employment, Training, Education and Workforce Development Committee Chair: Philip Bronder-Giroux, Tri-CAP, Malden
The purpose of the committee is to support the work of MASSCAP in the areas of education, employment, training and workforce development. The committee makes recommendations to MASSCAP related to education, employment, training and workforce development initiatives and generally works to promote opportunities through cooperation and coordination of education, employment, training and workforce development activities among CAAs. The committee also endeavors to develop partnerships with the education, training and business community to increase resources for, and the participation of, low-income people in the workforce mainstream.
Information Technology Committee Co-Chairs: Tracy Donahue, QCAP, Quincy.
David Biltcliffe, CFC, Fall River
This committee works to address the challenges facing Massachusetts CAAs and low-income people in the area of information technology. It has oversight of MASSCAP's Information Technology (IT) Project, which began in 1998. It has developed IT assessments of all 25 member agencies and issued individual agency reports; issued a statewide report entitled Crossing the Digital Divide; and held a statewide conference on IT needs and issues facing CAAs in Massachusetts in 1999. Since then, it has been engaged in a number of other ground-breaking activities.
