MASSCAP Description

The Massachusetts Association for Community Action (MASSCAP) is a professional umbrella group helping 25 Community Action Agencies (CAAs) provide basic support, education, training, and advocacy services in every city and town in the Commonwealth. MASSCAP supports these agencies in pursuit of a common mission: addressing the causes of poverty as the most cost-effective way to help people achieve self-sufficiency. In monthly meetings, MASSCAP members share information about management and programming, and receive the latest information on complex state, federal, and philanthropic funding sources.

MASSCAP's public policy agenda includes increasing the earned income tax credit and the minimum wage. It also advocates legislation that would intensify case management programs, improve access to quality and affordable child care, and help those earning less than 175 percent of poverty to cover rising public utility bills.
